OutRun 2 SP on the PlayStation 2 is a conversion of the updated arcade game from Sega. It was developed by Sega in cooperation with UK-based Sumo Digital and was released in Japan only in 2004. Note, though, that a version of OutRun 2 SP was released in the West as part of a different game…

And that was as part of OutRun 2006: Coast 2 Coast, which is an update of an update, and was also developed by Sumo Digital. Compared to the original OutRun 2, the “SP” version features fifteen new courses; new cars to drive, and new opponents.

There’s no two-player split-screen mode (that I could find), and I did look through all the Japanese menus.

The driving action in OutRun 2 SP is pretty outstanding. The only thing that partially bothered me was that fact that crashes are now relatively unspectacular. Otherwise, this is an excellent racing game that is a real challenge to play through.
